TIFFANY T. WEEMS

Tiffany T. Weems brings over 14 years of experience in housing development, supportive services, and systems-level coordination to her role as Founder and CEO of Empowerment Construction & Development. With a background rooted in direct service, nonprofit leadership, and strategic project management, Ms. Weems has led the creation and execution of housing solutions across New Jersey that serve individuals with disabilities, seniors, and underserved communities. 

Following a successful career in Medicaid-funded care coordination and housing navigation, Ms. Weems launched Empowerment Construction & Development to address the critical gap in accessible, inclusive, and affordable housing. Under her leadership, the company focuses on ADA-compliant renovations, home modifications, mixed-use development, and community-driven construction projects designed to improve housing equity. 

Ms. Weems functions as both visionary and operator, overseeing all aspects of project development, including scope planning, local engagement, permitting, partnership development, and regulatory compliance. She is particularly skilled in navigating the intersection of healthcare, housing, and construction—bringing a unique value to projects that require both technical excellence and human-centered design. 

She places strong emphasis on community involvement, regularly collaborating with local officials, planning boards, and resident stakeholders to ensure projects reflect the voices and needs of the people they serve. Her ability to find solutions to complex housing and construction challenges continues to strengthen Empowerment Construction & Development’s role in reshaping New Jersey’s housing landscape. 

Tiffany is a Certified Affordable Housing Developer, a graduate of the Turner School of Construction Management, and has been recognized for her leadership in housing stability, special needs development, and supportive services innovation. Her professional and lived experiences uniquely position her to lead construction projects with integrity, equity, and impact—building communities that are both structurally sound and socially transformative.
