Tiffany T. Weems, Founder, Principal, and Developer, leads with the conviction that every structure—whether residential, commercial, or community-based—should enhance both the space and the lives within it. Her direction unites design, craftsmanship, and purpose, transforming traditional construction into a process driven by innovation, precision, and inclusion.

Under Tiffany’s guidance, ECD provides full-service general contracting and development solutions, specializing in residential and mixed-use construction, adaptive reuse, and public infrastructure projects. Built on a foundation of accessibility and aging-in-place design, the firm delivers person-centered construction that meets the highest standards of quality, compliance, and community impact.

Tiffany T. Weems brings more than 15 years of experience in housing development, supportive services, and systems-level coordination to her role leading Empowerment Construction & Development. With a background in direct service, nonprofit leadership, and strategic project management, she has guided the design and delivery of accessible, affordable, and community-centered housing solutions across New Jersey—serving individuals with disabilities, seniors, and underserved populations.

After a successful career in Medicaid-funded care coordination and housing navigation, Tiffany launched ECD to close the gap between healthcare, housing, and construction, creating environments that promote independence, safety, and inclusion. Under her leadership, the firm executes ADA-compliant renovations, home modifications, mixed-use development, and community-driven construction projects that advance housing equity throughout the state.

As both visionary and operator, Tiffany oversees all facets of project development—scope planning, permitting, stakeholder engagement, partnership development, and regulatory compliance. Her ability to connect clinical insight with construction execution brings a rare, multidimensional perspective to projects requiring both technical precision and person-centered design.

Deeply committed to community impact, she collaborates with local officials, planning boards, and resident stakeholders to ensure each project reflects the voices and needs of those it serves. Her leadership continues to position ECD as a trusted, women-founded firm reshaping New Jersey’s housing and development landscape.

Tiffany is a Certified Affordable Housing Developer, a graduate of the Turner School of Construction Management, and a recognized leader in housing stability, special-needs development, and supportive services innovation. Her expertise and lived experience uniquely position her to lead construction projects with integrity, equity, and impact—building communities that are both structurally sound and socially transformative.
