Empowerment Construction & Development is led by Founder and Principal Tiffany T. Weems, who oversees the firm’s strategy, operations, and project delivery.

At Empowerment Construction & Development (ECD), leadership begins with a clear vision: to build a disciplined, reliable construction firm focused on execution, quality, and long-term performance.

Tiffany T. Weems, Founder and Principal, leads the firm with the belief that well-executed construction should improve how spaces function, perform, and endure. Her leadership emphasizes practical design, craftsmanship, and accountability—bringing structure, coordination, and precision to every phase of the construction process.

Under her direction, ECD delivers interior construction, renovations, general carpentry, site support, and closeout services for public-sector, institutional, and commercial projects. The firm’s work is grounded in a strong understanding of accessibility, usability, and code-compliant construction, allowing ECD to deliver solutions that are both functional and durable.

ECD is building more than projects. The firm is building a reputation for dependable execution, disciplined project delivery, and long-term value—creating spaces that perform, support their users, and stand the test of time.

Tiffany T. Weems, Founder, Principal & Developer, brings over 16 years of experience leading housing, development, and compliance-driven programs to Empowerment Construction & Development. Her background spans project leadership, operations, and regulated service delivery, with deep experience managing complex, multi-stakeholder initiatives across New Jersey.

After building and leading successful organizations in Medicaid-funded care coordination and housing navigation, Tiffany launched ECD to bridge the gap between housing, accessibility, and construction delivery. Under her leadership, the firm executes interior renovations, ADA-compliant modifications, general carpentry, site support, and closeout scopes for public-sector, institutional, and residential projects.

Tiffany oversees project planning, permitting, coordination, compliance, and execution, bringing a disciplined, execution-focused approach to construction delivery. Her work is informed by a strong understanding of accessibility, usability, and code-compliant construction in regulated environments.

Tiffany is a Certified Affordable Housing Developer and a graduate of the Turner School of Construction Management, the LISC Newark Real Estate & Development Readiness Program, and the HCDNNJ JumpStart Program.
