Empowerment Construction & Development (ECD) provides ADA construction and environmental modifications designed to improve function and accessibility for individuals with disabilities, older adults, and those recovering from injury or illness.
Each project is guided by licensed professionals who ensure every adaptation meets clinical, functional, and construction standards.

Assistive Technology (AT) refers to adaptive and rehabilitative devices, tools, or software designed to help individuals increase, maintain, or improve their functional abilities. AT can range from low-tech items such as grab bars and magnifiers to high-tech communication systems, mobility aids, and environmental control devices.

Our licensed professionals and therapists conduct comprehensive AT evaluations to identify the most appropriate devices and supports for each individual’s needs—ensuring that all recommendations align with Division of Developmental Disabilities (DDD) and Managed Care Organization (MCO) standards.

ECD is an approved provider through both the New Jersey Department of Human Services and the state’s Managed Care Organizations (MCOs). We support adults with intellectual and developmental disabilities (ID/DD), seniors aging in place, and individuals with physical or cognitive challenges.

Our team partners closely with Support Coordinators, families, and caregivers to identify devices and environmental modifications that remove barriers and promote greater independence.

ECD provides person-centered home adaptations that improve accessibility, safety, and mobility. Services include installing ramps, grab bars, roll-in showers, and ADA-compliant bathrooms. Each project begins with a therapist-led environmental assessment to ensure recommendations align with medical, functional, and environmental needs.

For Managed Care Organizations, ECD provides home modification and remediation services addressing safety, accessibility, and environmental health. Our team conducts evaluations, prepares cost-effective construction solutions, and performs compliant repairs or accessibility upgrades to stabilize members’ housing and prevent hospital readmissions.

Through our statewide network of licensed therapists, ECD conducts evaluations to determine the need for adaptive equipment or environmental modifications. These assessments support individuals funded through DDD, MCOs, and other health programs, ensuring each member receives the most appropriate and cost-effective solution.
