Empowerment Construction & Development (ECD) is a licensed New Jersey-based construction firm specializing in Aging-in-Place Construction, ADA-Accessible Renovations, Environmental Modifications, and Home Remediation Services.
We provide turnkey accessibility solutions — from professional evaluations and assistive technology assessments to full construction, installation, and remediation — supporting safe, functional, and inclusive living environments.
ECD is approved by all five New Jersey Managed Care Organizations (MCOs) and the Division of Developmental Disabilities (DDD), making us the only construction firm in New Jersey authorized to provide both clinical evaluations and implementation services under these programs.

Aging-in-Place Construction

Environmental Modifications

Home Modifications & Remediation (DDD & MCO-Funded)
For Managed Care Organizations, ECD provides home modification and remediation services that address safety, accessibility, and environmental health. Our team conducts evaluations, prepares cost-effective solutions, and performs compliant repairs or accessibility upgrades to stabilize members’ housing and prevent hospital readmissions.
Assistive Technology Evaluations
Through our network of Licensed Therapists, we conduct evaluations to determine the need for adaptive equipment or environmental modifications. These assessments support individuals funded through DDD, MCOs, and other health programs, ensuring each client receives the most appropriate and cost-effective solution.
